Is my dog seriously ill?!?!?

How many days has he not eaten? How long has the diarrhea lasted? If it's been more than 3 days then he needs to see a vet. If he's not holding down water for 1 day he needs to see the vet. If it's only a stomach bug it will pass within a day or 2. If longer, it is something more serious.
